Under the EU Markets in Crypto-Assets Regulation (MiCA), issuers of 'other crypto-assets' (utility tokens, memecoins, governance tokens) must publish a white paper that meets mandatory content requirements — including a description of the issuer, the token, the rights attached to it, the underlying technology, and the risks involved — before offering or seeking admission to trading in the EU.

Any crypto-asset that does not qualify as an asset-referenced token (ART) or e-money token (EMT) — typically utility tokens, governance tokens and memecoins — must comply with MiCA's 'other crypto-assets' white paper requirements before a public offer or trading admission in the EU.
